Geometry doesn't appear where I draw it

I discovered this when I was drawing a 2-point circle between two lines. I put the first point where I want it but when I hover over the second point, the circle moves to the left. After I complete the command and click the circle, the grips are in the right position but the actual circle isn't anywhere close. I have tried REGENing the model but that doesn't work. I have restarted the program and restarted my computer and nothing works. I have attached a picture of what I am talking about.

A dwg would be more helpful.
