External References Tab missing

Using ACAD 2017 - and migrating work palette from 2014, my external references tab does not appear. (My Properties and Layers tabs appear successfully).  

At one point during a crash, it appeared, and then disappeared again. HOW TO BRING IT BACK???

if do you mean the tab that appear up there on ribbon;then you have to select the xref first while the ribbon itself is ON . but it's another story if you mean xref pallet .
