Existing hatching disappearing when scaled or rotated

Running ACAD 2018 and for some reason, I'm having some irregularities with hatching on this particular drawing. I've dumped most of the data and left two AR-B816 hatch patterns on the uploaded sample.
In the top example, if I change the rotation angle to anything between 176 and 179 degrees, the hatching disappears. Setting it at 177, then changing the scale to 0.04 will make it reappear, but then try changing the rotation to 178 (it disappears) or to 179 (it goes crazy).
In the bottom one, there is similar behavior. You can see the line extending out to the left which is outside of the hatch area, but which is UNSELECTABLE.
Finally, in addition to these issues, it looks like the issue with changing your desired hatch pattern in the middle of selecting boundary objects still exists. (Further boundary objects are not highlighted as they are selected and the hatch pattern does not appear until you exit the command.) Would really like that to be fixed.
