E-transmit

I provide outsource drafting for a landscape design company who no longer has any CAD-literate people on staff.  Often, I'm asked to revise drawings for them but when they send me a file they are often missing referenced files that are necessary.  I'm trying to make it easy for them and would like to suggest a "freebie" software that would allow them to open a drawing file and has the e-transmit function so they can send me one file which contains all the files I need.  Does this software exist?

Nothing from Autodesk: I've not looked at other vendors.

Also, for the average non-CAD client, and concept of Xrefs is totally foreign: it is best if you ask them for ALL of the files instead, CAD or otherwise, assuming they actually possess such a collection, and focus your efforts to providing guidance to instructing them one how to use OneDrive and folder/file sharing instead.

Another issue is this company is not very computer literate either and it sounds like their digital filing system is just a disaster and most times they cannot find associated files.
