Drawing/Transformation Commands Take Two Clicks Instead Of One

I just started a new job that works mostly in Revit, but I'm editing files for certain projects in AutoCAD 2017 and noticed that, with commands such as MOVE, COPY, STRETCH, etc, and certain drawing tools like LINE, CIRCLE, etc, when I click to "Specify the base point" the first click is ignored. If I were clicking to an object snap point, that point would then act as if I'd selected it to create a temporary tracking point rather than an actual selection for base point.
I've noticed that if I were to hold CTRL then click the command works fine, but it's awkward and inconvenient to do this every single time when you're used to working in a different way. Does anyone know if holding CTRL and clicking is a quick way to create a temporary tracking point? Maybe the functionality of the CTRL key has been switched somehow for these commands; if so, it would be great to be able to switch them back!
This isn't a catastrophic problem, but it's frustrating and it slows down my drafting. I used AutoCAD 2017 at my previous job and was very fast with it, I NEVER experienced this issue! I know there are a few other posts about this issue (including one called "Solved: Transformation Commands Require Two Clicks (Enter)" which was incorrectly marked as solved), but the only concrete advice I've seen is to reset all the AutoCAD settings--I've done so and it didn't fix the issue.
