Draw Order in 2019 Not Working

I'm using AutoCAD 2019. In paper space, I inserted an image that will have text and objects in front of it. When I select the image and change the draw order to be in the back, it works, but as soon as I change tabs, it goes back to being in the front. I've never had this problems in previous versions. Any ideas on why this is happening?

Agreed - the technical advice of waste all the time to replace work with new is a terrible cop out...well said.

A quick fix is to type in CMDECHO=1  and MENUECHO=1. Make sure you save your file, close it, then reopen it.
