I draw an object in Top View. I proceed to dimension it....I snap and shift+right click to ensure I am selecting the endpoint of my object on either side. Once finished I turn my object with 3DO (3dOrbit) command and it shows my dimension displaced into outer space from where my object is. When I select my dimension the blue grips show up as being connected to my object but my actual dimension is a galaxy away! Lol What am I doing wrong? Also, is there anyway to turn off the ZFilter to help with this?

You draw in the current ucs, it seams your pickpoints are not in this plane..
Command: UCS
(but the dimension points are always created on the picked points, thats important specially for assoc. dimension)

I am not sure what you mean, the only "Z-filter" is OSNAPZ, read more about in the help[F1]
(and pointfilter are available too, but this isn't a "running" feature:)

Yes, I always type in the UCS command and ensure it is set to World. I assume this is standard/default? You mention "You draw in the current ucs, it seams your pickpoints are not in this plane.." then how do I ensure my pickpoints are in the same plane?

It is default and for 2D drawings
it's a kind of standard, yes.

My opinion" This is the wrong question".
(The answer would be, use UCS command to set the plane you want)
