Dimension color doesn't update

I have a dimension which color is yellow but actually shows cyan.

It doesn't change after REGEN or REGENALL. Not even after using entupd.

I found the only way to get it right is to delete it first, then use OOPS to get it back.

How can I get it show the correct color without using Delete-Oops method?

Thank you for great ideas.

I attached an updated drawing, the dimension color is in ByLayer.

Other than Delete-Oops and physically changing some of the dimension properties such as dimension color and text position, or match properties (in the new example drawing, there is no 'good example' object as the source), is there any other way to update the dimension display? It seems a bug to me. Why it doesn't update after REGEN or even upon opening the drawing?
