DIMENSION BASELINE?

Is there a setting for the offset of a dimension line from the base point ?  When dimensioning I click one point and then the next for the dimension . Then the third click is to set the offset point from the base point. Can the third click be set in the dimstyle?

The third click is for dimension line location. The answer for your need is NO , there is no setting for that.
