Dim lines snap to zero or random locations when set

Every other dim line I try to make seems to have a mind of its own. I'm able to set the two extension points, but once I try to set the dim line it just jumps off to random points and creates a random size or it makes a zero point somewhere random. How do I make this stop?

I'm working in Paper Space and putting dims on objects in view ports

Are you using END/INT osnaps when placing the points? Req'd.
Is your viewport locked? ideal.
is your viewport's boundary layer locked? ideal.
DIMASSOC is set to...? critical to know.

EDIT: Did you try fixing the issue with DIMREASSOCIATE command? Always works if all the above is also at play.
