Copy viewport to another layout, the frozen layers are unfreezed

Hi Guys,

When I want to copy viewport from a layout to another one. Why are the frozen layers unfreezed.  Anybody can help?  Thanks so much.

Do you encounter same problem when copying the vport to the same layout?
