Convert to Device Scaling Problems

So, i am trying to create a new type of electrical device in AutoCAD after creating a block. So ive created the block, then i convert it to a device, but when  i attach this new device to my tool palette and insert it into other drawings, and then try and change the scale, the device stays the same size. How do i make it to where the newly created device changes with the scale of the drawings that i insert them into?

would you tell us how did you get that and by what command ?

This is what Annotative blocks can do . >> Click <<

What do you mean by "device"?

Blocks can be "associative", that means they will scale up/down with the scale of your viewport. If you make your block associative it will scale automatically when you change the scale of your viewport.
