DWGCONVERT command will do that . or SAVEAS command which you can choose the appropriate file format version under the "Files of Type" drop down.

You can also do that without being in AutoCAD at all, using the free DWG TrueView application, which has the same dialog box as DWGCONVERT inside AutoCAD.  [Pick on the icon at the left end of the row below the Files-list area to add files for conversion.]
