Control Tag Anchor X, Y and Z Normals at Insertion

I have a layout of structural members representing a floor joists.  I am viewing from a SW orientation in my layout.  I have tag that I want to anchor to structural members.  Is it possible to control the normal x,y and z normals of the anchor at the time of insertion?

Are you using straight ACAD or a vertical?

I'm using ACA 2016 and MEP 2016.
