Changing layers on certain lines but does not change it once I exit out of changing the line weight

Hello everyone, I am trying to change the line weights, which I do by going to the layers and selecting the one which is the types of layers we as the firm use. But once I do select it reverts back to the original layer that was on. What is something that could be done or am I doing it wrong?

Are you perhaps just fighting your desired VISRETAIN variable in the top file instead of toggling it off then reattaching your XREF?
