changing dimension geometry

Is there a way to place dimensions with an angle other than 90 degrees between the dimension & extension lines?

That's called "obliquing."  Draw the Dimension, then use DIMEDIT and the Oblique option, and give it the angle at which you want the extension lines to aim from the definition points.  This is a vertical Dimension with an obliquing angle of 30°:

I don't think you can draw one directly that way, but you need to draw it and then edit it.
