cannot FILLET Lines

I am trying to use the "FILLET" function on two lines but when i click one line and go to click the other line it says there is no line. I can cancel the function and click the other line and i get the same error. I am using Autocad17 and i have it in 2D top view for flat plane. Not sure what is going on, it just started doing this.

I cannot tell much from two screen captures.

 

Are the two lines co-planar?  I can replicate the "not allowed" cursor badge that you show in your images if I try to FILLET two lines that are not co-planar.

What does PROPERTIES report this other "not a line" is?
What is the Z setting for this object?

Share your DWG file please, or use FLATTEN command on both "lines" and find out if that fixes it all.
