Cannot change layer order (not locked)

I am unable to change the order of layers in layer properties manager. When I drag a layer to a new order, my curser becomes a crossed out circle. The layers are not locked.

The only way I'm aware of to "order layers" in the Layer properties palette is either by sorting A>Z or Z>A by clicking the column header, or by re-naming the layer(s).

Actually, they can be sorted by any of the properties. Just click on the header.

 

No custom order option, though. Sorry.
