I'm trying to set the page setup's plot scale to 1:1. If I select that, it reverts to 1" = 1', which makes my title block scale by 12 when I insert it. I'm missing something but I can't remember what it is. Please see attached dwg.

I'm not able to replicate your problem, even when you don't include the titleblock: am I missing something? BTW, why plot a VIEW from paperspace?
Thanks for the quick reply Dean.
I can select the 1:1 scale, but when I repeat the PAGESETUP command it goes back to 1" = 1'. If you look in the properties palette without anything selected, annotation scale is listed as 1" = 1'.
I'll attach the title block.
I've plotted by view for years, when I set up my templates, I wrote some commands to import page setups. This has allowed me to programatically create views and page setups and get consistent results regardless of printer/plotter. It's worked for 15+ years so I haven't changed it.
ps. why won't this let me attach a dwg?
Sorry, I still am unable to replicate your issue. See screenshots attached and your DWG file back with changes saved.
Thanks anyways. I gave you kudos for trying.
Finally figured this out with the help of tech support. Someone edited the default 1:1 scalelist. Presumably to account for a civil dwg where the units are in feet. Something else I learned: -DWGUNITS is unique to verticals like Map and Civl 3D. Plain acad doesn't have it.
