I am trying to insert a block into a file in Acad 2014 and it comes in too large. If I insert the same block into the same file using Acad 2012 it comes in at the correct scale. Doesn't seem to matter if insunits is 0 or 1, or insunitsdefsource or insunitsdeftarget are also 0 or 1.
There must be some variable or variables I'm missing.

Normally I insert it using a lisp routine. When it inserted incorrectly (way too large), deleted all the instances of the block and purged the drawing. I tried re-inserting the block using the lisp routine, with the "insert" command, and by dragging it in from Windows Explorer. It comes in 16 times larger than it should, 2 inches on a side versus 1/8-inch.
I have set insunits to 0 or 1. I have set insunitsdefsource and ..target to 0 or 1. No effect. But inserting the block using Acad 2012 works fine. There must be some variable that is set different, but I can't find it.
type -dwgunits at the command prompt.
Enter the values pertaining to the drawing's units.
When prompted with, "Scale objects from other drawings upon insert? [Yes/No]", type N, Enter.
That should stop scaling of objects upon insert.

When pasting between a drawing objects (drawing is made up of blocks but have same issue if exploded) are scaled up slightly. I have read the above thread and similar and adjusted -DWGUNITS variables, INSUNITS, INSUNITSDEFx commands to the suggested options and still the objects are scaled when pasted. Is there any other things I could look at to try and resolve this issue?

on properties panel (ctl+1)
modify "Scale X", "Scale Y" and "Scale Z"
