Block insertion not specific

I have a block for the toolbar that I want to come off the side of a circle at a specific point that I select.  The problem is when I click the block and get ready to select the location I don't have a cross hair I instead have my aperture square which means I can't select an exact point for the base of my block.  This block will almost always be on the quadrant snap of a circle so if there was a way to set the block to function based on snaps it would be great.  This seems like an easy fix but when I try to google the issue all I get is way of changing the base point.

IF the block is coming from a tool bar there may be addition scripts or setting that are being used when placing the block. can you try using the INSERT command and see if the behavior is different?

Yes with the insert command I can place the block the way I want to.  So this means that part of the script of that block uses a different method of inserting?

That would be my guess. I have had to use third party block library that did similar things. They also toggled snaps and all sorts of obnoxious things. 

 

I might look into the CUI and see if there is anything obvious that you could fix/change to get it to work like you like it.
