Is the item you are trying to freeze in a x-ref?
There might be 2 identical viewports overlapping each other so as you freeze the layer off in one viewport it is still showing in the other. Try dealting the viewport and recreating it to see if the problem occurs.
If your still facing the issue could you send a copy of the file to take a look.

Which version of AutoCAD are you using? 2018 had some issues with this, that were resolved with some of the updates that were released.

If nested in Block or xref, open the block(or xref) to check the objecttype.
