Fix the one file with RECOVER command would be the first thing to do after you restart your AutoCAD. See if that solves your issue.

You could also try the commandline version to see what error if any is reported:
-LAYER is the commandname (has a dash on purpose), NEW would be the sub-option presented.

What is the name of the new layer?

and can you post dwg for others to take a look?

I don't think the name would matter.  The image doesn't really show anything about the new intended Layer, but I think the key is that the little make-a-new-Layer icon is greyed out:

Does that change if you have a different layer selected?

Drafting is a breeze and Revit doesn't always work the way you think it should.

In the Layer palette are you able to right mouse click and select New Layer to create a new layer?

So -LAYER command worked in that file to create a new layer? or not? Not sure I understand your reply.

And yes, we don't know why either since none of us have access to your computer. So we are relying on you to perform for us and list your findings/results for us.

You skipped over the other suggestions I recommended you do, can you respond to them too please?
