AutoCAD 2023 - How to unlock layers in a new Sheet Set

I created a new Sheet Set in SSM based on an existing Sheet Set in Autocad 2023.

The drawing I used was a 'saved as' of the drawing I used for the existing Sheet Set.

The layout tabs are basically the same in both drawings except for the 

When I imported layouts into the new sheet set, they are locked.

How do I unlock them?

I used to copy the whole folder which contains the dwg files and the dst file into a new folder.
