AutoCAD 2019 - Delay on Input

Working with ACAD 2019, it has a delay of around 500ms following every click and keystroke. This is making the software very difficult to use. For example, when selecting with a fence, if I make the second click too quickly ACAD doesn't register it. I have checked that this also happens in the provided sample files, so it's a software or system issue, not a file issue.

Is this a sudden new problem? Or is something else new today?
Is it present in a blank new file (not a sample file)?

Your OS is...? Video card is...?
Your mouse and driver are...?
You store files where and how are you connected to them?
Does the problem go away if you disconnect from your network/internet?

I got a new computer about a week and a half ago, and I've been using Revit since then, so this is my first time using ACAD on this machine.

 

OS:  Windows 10 Pro (build 1803)

CPU:  Intel i7-8700K

GPU:  AMD Radeon Pro WX 7100

Mouse:  Corsair Scimitar RGB, Firmware v. 2.04 (latest)

Keyboard:  Corsair K95 RGB, Firmware v. 2.05 (latest)

 

Yes, the problem persists in a new blank file.

Files are stored on a local server.

Haven't tried disconnecting from network, but I will do that after hours today.

Do you have any add-ins running with AutoCAD?  Do you have any shared resources on your network such as fonts or pc3 files?  If so, try logging on as a new user and work with Out-of-the-box AutoCAD on your C: drive to see if it behaves.
