Autocad 2014 is running very slowly, especially for any layer operations. For instance, to create a new layer takes about a minute.
My drawings have usually one XREF attached.
What can I do to improve this? (Hardware acceleration is on).

First identify if this is an issue of the application or the drawing.
Therefor create a new drawing, draw just a few lines and see if the layer dialog is slow too. If not you have to investigate in your drawing(s), run command _AUDIT with all drawings (also the referenced ones), use _PURGE to clean unused definitions or try copy & paste to copy the geometry from the slow drawing to a new DWG.
If you can upload the drawing we can look into it and try to reproduce the issue on our systems.

Is this behavior occurring on all drawings? If only on specific drawings then cleaning them as @Alfred.NESWADBA suggested should be your first step.If this is happening on all drawings then it might be related to your OS.
Please tell me your OS, graphics card and driver version, and tell me what value you have set to ANNOAUTOSCALE. I have seen instances where this is turned on and it can degrade performance.

I have already Purged as much as I could, and there was no speed problem with new drawings
I will not be back at the PC for some time but I will check ANNOAUTOSCALE then.
I uninstalled a few non-essential Autodesk programs, including:
Autodesk Content Service
Backburner
The Autocad Performance Feedback Tool
And after rebooting, speed is back to normal.
ANNOAUTOSCALE is set to -4
NVIDIA Quattro K600 Driver = 9.18.13
Audit showed no errors
