When I am using the area command, the result is wrong. It appears a number and then E+07?

Change length UNITS to Decimal or Architectural or etc. Currently you have Scientific.
its not scientific. In the drawing units, it is in decimals!
why it appears that way then (E+07)?!
In general,I always need my units to be in meters. what should I be checking at the very beginning to make sure that all the dimensions are in meters?

It's precision. Change it to 0.00 for example and try AREA again.
You use mm units in drawing as far as I remember. Change it to m. By the way you can press mark 'accept as solution' if any post solves your question.
Use -DWGUNITS command. It allows you to scale entire drawing to desired units. Experiment with it's different options, and you will find this which best suits your needs.
But first: backup your file.
