i have seen it done before and i would like to work out how it is done.
if i have 1 drawing template at A1 and the drawing has the scale on it that automatically updates the scale i would also like to work out about adding a 2nd scale that's to A3 that once its sent to PDF and then whoever prints that drawing at either A1 or A3 the scale is on that drawing already.

Do you want to plot to A1 PDF and if the PDF is then printed on A3 it should have A3 scale on it? That's not possible. If so you need to plot one set to A1 and one to A3 and have the scale on different layers and turn on/off before plotting.

setup plot scale in to 1:1 so the size lose.
then again go back there and tick that fit to paper option it will scale asper your paper pace.
