Some shapes extrude, some don't. What am I doing wrong?

Built everything using the arc and line tools while in the top view.  Some shapes extrude and some don't.  Where did I go wrong?  Any advice would be appreciated.

try the file attached. i did use boundary command and pick inside the objects and see if helps. thanks

i just make a boundary command > pick points inside the object to create a boundary line of the profile and extrude. it could be your lines are not close enough to extrude? thanks
