Resize drawing area

Sometimes when I open Autocad my drawing area is only a small sliver on the left and I have to drag it open to be the full size of the window. I have a couple questions,

1. Once I expand it beyond the width of the right palette, I can no longer change its size. Is there a way to do this?

2. Now the window is the size of the window and includes area under the right palette, which is annoying because when I zoom to fit it uses that space that's hidden, so my drawing ends up cropped. Is there a workaround for this?
