Hi,
Do you mean it doesn't work at all? Or it doesn't work in some specific case?
If the latter, then maybe distance is too large to create new object, or you are trying to offset object that cannot be off settled at all.
Can you post example drawing which shows the problem?

Hi Maxim, when i select offset then set up a distance at 2 inches then click on the line to offset but it comes out with a 0 inch distance then does not allow to offset the line. I clicked on the left side or right side it did not offset any lines. If I click on a square it shows me that it can not be offset that object. I am doing a floor plan.

Verify that XY plane of the current UCS is parallel to the XY plane of the object you want to offset. If you started to work in WCW, then ensure you are still using WCW as current coordinate system.

Yes, It is correct but it is still not working. And I have noticed that below the page on the right side the coordinate setting is little different, it is numbers with"E" instead of just the inches. The inches is showing 0'-0"on the right side of the numbers with a "E". But if I click on home on the top then it goes back to inches but my drawing is disappeared. So I think there is something to do with coordinate but I am not sure how to change it. I checked it was in WCW with parellel  setting.

Looks like you have some objects (maybe those you are working on) are far away from the WCS origin, so when you use Home on Viewcube, AutoCAD shows all objects and as they are far away from each other - they "disappeared" from the drawing area.
Can you share your drawing here? I can look at it. Mark somehow the objects you are not able to offset.

The thickness of the walls (hatched with green solid) in your drawing is 9.91E+40 in Scientific E-notation. In decimal notation it is 99100000000000000000000000000000000000000 (!).

Now you can imagine how small is 2 compared with the value above.

Offset works in your drawing, you cannot see the results of offset, because you are trying to offset to extremely small distance compared with the dimensions of the geometry in the drawing.

You can check this yourself:

draw line,

use offset with value 2

now select "line" with crossing window and look at the properties palette - you will see that you selected 2 lines - one of them is the result of OFFSET command.
