There's already a process in place for this, using DWF files, Design Review, and the Markup Set Manager (MSM). Drawings would be printed to DWF where they would be marked up with Design Review. The markups can be overlaid directly inside the AutoCAD/vertical product using the MSM. One of the key benefits of this is the markups (highlighter, pen, stamps, etc.) are made using a program which doesn't require a license, AutoCAD install, or live connection or even knowledge of any kind of "project".
With the effective retirement of Design Review this process itself is probably considered out of date. There may be similar processes available using PDF and Bluebeam or Acroplot.
