Terminals not showing up in BOM

Hi,
I have a project where my terminal strips TB1 & TB2 for location TBOX1 are not showing up on the BOM.
The strips TB1 & TB2 for location MCP appear to include the parts used for the TBOX1 location. Why isn't the BOM report separting out the TB1, TB2 strips for location TBOX1?

What version of AcadE? What BOM report, panel or
schematic? What options are you choosing on the initial dialog? Do the terminals
have catalog values assigned on them? I can try and reproduce this once I have
this information. I don't see any issues logged in this area.

We are using Panel BOM in version 2007.
Attached is a word document explaining the details of what we are seeing.
I'm including the set file that we use as well as the drawings and wdp file.
