So, should we create the leader thrice and enter the gauge label once?

You can do that. You also could do 3 Gauge Labels with leaders to the same location and then delete the extra labels. I am unaware of ACADE really having something that is precisely designed to do what you want here (though it would be nice) so you just gotta do it yourself. Which every way is simplest for you!

I have attached a sample screenshot from one of the drawings I created for my Admin Plus Workflow class.  It shows two different ways to insert wire color/gauge labels to define three-phase wire types.
