Is there a way to have the shrinkwrap around a wall be different layers, or when I turn it off to have the components of the walls have their own outlines?

We can blame this on my old, tired eyes, but I cannot see a difference between the two example wall graphics in your image.
The Shrink Wrap component can be on a separate layer from the Wall object and individual Component layers, if you want. You cannot put individual segments of the Shrink Wrap component on different layers, however. So if you have a Wall with GWB on one side of a Metal Stud, you cannot have the Shrink Wrap line that is on the outside face of the GWB on a different layer than the Shrink Wrap line on the outside face of the Metal Stud.
You can turn off the Shrink Wrap component, and put the outlines of each component in the Wall on unique layers, if you are willing to edit the out-of-the-box Display Settings to achieve that goal. But, like the Shrink Wrap component, you cannot put different segments of a component's outline on different layers. So, using the same GWB on one side of a Metal Stud Wall from the previous example, you cannot put the line on the outside face of the GWB on a different layer from the line on the inside face.
If you want a heavy line on one side of a Wall and not on the other, and only want the heavy line at the outside face, you could add a zero-width component at the Wall edge where you want the heavy line.
Doing so may introduce issues with Wall cleanup and Wall endcaps, so you will want to test this in a safe environment and try it in as many Wall configurations as possible to flush out as many edge cases as possible before using it on a project.
How do I do put outlines to each component? That is where I am struggling.
In the Wall display settings, Boundary components are the outlines. The Hatch components are the infill patterns.
If your component is controlled by a Material Definition, then the Material Definition's Plan Linework component controls the outlines (when viewing from the Top view direction, for a "plan" Display Representation) and the Plan Hatch component controls the infill.
