Subdivision and Site Marketing Plans

Hi Everyone. 

We would like the ability to create >>marketing plans like this one<< in house. Research has been frustratingly difficult on the topic, but I'm seeing Adobe Illustrator as the best option. Does anyone have any opinions/suggestions/alternatives? 

I have no experience with vector graphics software at all. What is the learning curve like? Will I be able to figure something out by messing around and googling or should I be looking for a training course?

learning curve is the same as AutoCAD's: take an Illustrator class or ten first before you dive in, online or in person.
