Model and paper do not match

I made changes in model space but when I switched to paper space they do not show.  

Deletions show, some keynotes are correct but most are in a different location.

Also layer-the layers for the referenced title block show but not the layers for the primary drawings.  They exist because they show up in properties.

Architectural Desktop 2013.  It and Revit 2018 are loaded on this laptop.  File made with 2013.

Sounds like the annotative scale of your model space might be different than that of your paper space.  If your sheet layout is in a different dwg file, then you should reload the xrefs.

Architect, Registered NC, VA, SC, & GA.

Thank you I tried that and it did not work.

When I started working on this the keynotes said they were all on Layer 0
which was suppose to be non-printing but they printed. I changed them to a
anno-note layer. I checked them after this and they are back on zero.
Only thing that is different between model and paper is the keynotes.

Never ever make layer 0 non-plotting. 

Architect, Registered NC, VA, SC, & GA.

Never freeze, turn off, or set layer set to noplot: and move stuff on layer 0 to another layer, takes less time than you think to do and saves you a lot of headaches.

Post your problem DWG file otherwise: let someone here have a look for themselves.

You are using annotative text and notes blocks.
Your modelspace is set to 1/8" annotative scale.
Your viewports are set to 3/16" annotative scale.

If both your modelspace and your viewports annotative scale are the same, and you have ANNOUTOSCALE set to 4 before hand, your viewports should show exactly what your mdoelspace show. You might have to unlock our viewports, set the scale to 1:1 then back to 3/16" scale.

That solution fixed the key note issue.  It took a while to find how to change it, simpler than it seemed.

I do appreciate the help and I apologize for not responding.

The drawing still did not want to print right.  Decided to give up getting it done until I am back from vacation next week.
