Osnap object attaches to another object

When draw an object or move an object to a point on another object using osnap the first object attaches t the second object and becomes part of that second object.  Example:  I draw a circle then I move that circle to the end of a line using osnap picking the center of the circle and snapping to the end point of the line.  Now I want to move the circle a specified distance off the end point I cant because the circle is now part of the line and now the line and circle both move.  I hope this makes sense?

That's the ticket!  I'm not sure how they (constraints) got turned on?  Turning them off fixed the problem.  Thanks so much!!
