Layout dimensions smaller despite all units matching

I have premade A3 frames to copy and paste from another CAD document to a prefered drawing. In a drawing I'm currently working on I set up layout page in mm for A3 and 1:1, in model space ratio is 1:1 and drawing unit is mm. In my premade document ratio is also 1:1 and it's also drawn in mm. Yet when i try to copyclip from a premade doc to layout space, the frame is a lot bigger than the paper. Any solutions?

"A lot bigger" like perhaps 25.4 times bigger by chance? A quick measurement will confirm you are in an INCHES units DWG file most like if so.

DWGUNITS command, not UNITS command, can confirm the above too in your destination file.
