This will help us understand the workflow you're using, and should ultimately get you a quicker solution.

It would help to know - even if I dimension a newly created line, and move the line away, the extension lines move. it does not matter if its an xref, or objects and lines, etc...

This behavior is as designed, if I understand you correctly. If you're talking about plain AutoCAD dimensions, then you can set DIMASSOC to 1 from 2 or use DIMDISASSOCIATE to remove the association of the object from the dimension. I often use dimdisassociate because adding vertexes to polylines messes up associative dimensions and its not worth keeping them associative.
