How to make a Table annotative?

After creating a Table I selected the text in a cell, and set Annotative on. All the times I tried to edit the same text, I found out that the Annotative button was still off. What is the matter?

Tables have no annotative features. Either put them in a layout or create a table style for the scale you are using. An alternative is to nest it in an annotative block.

 I already have the default Layout and have made a viewport within, but it doesn't help, so could you elaborate on how exactly to do it? Also, will it do away with the need to create one Table for each scale, the old-fashioned way?

by "put them in a layout" I mean put them in paper space on your sheet.
