Block becomes tiny after simple layer change

All I did was change a layer of an attribute definition from one layer then back to its original and now all the blocks in that drawing are tiny. I've tried checking annotation scales and redefining the block from a dwg that shows the block correctly with no luck. Why would it do this?

The new tiny block still changes in size when changing the model's annotative scale so it seems like the block itself has been reduced in size by 12 fold or something

Not possible: post a sample DWG file with that block for a closer review and explain in detail how you did what you did.

Did you change your dwg units from feet to inches?

I'm with Dean if it is indeed smaller by 12. Unless it's a crazy coincidence when something changes up or down by 12x it's usually something with inches and feet being changed. 

 

Are you grabbing the block from a drawing and inserting into another and those drawings have different units set? One is inches the other is feet? I understand you said you just changed layers but things don't change on their own. It's got to be another step in there somewhere or another change elsewhere that you didn't realize affected this.
