I found the reason for the "problem". Your Wall ex.dwg file is using the High Detail Display Configuration, and you only set up your New Material Material Definition with an override for the General High Detail Display Representation. The settings you made there are getting applied to the Wall Display, including the 0.02 scale factor on the ANSI31 Plan Hatch.
The 2D Section Elevation Object was generated using the Section-Elev Display Representation Set. In that Set, the active Display Representation for Material Definitions is General Medium Detail. So, for the New Material Material Definition, the Drawing Default settings are used, which, for Plan Hatch, is user single pattern with a 0.30 spacing and a 45 degree angle.
In my test file, both the Wall in plan view and the 2D Section/Elevation were done using the General Medium Detail Display Representation for Material Definitions, which is why the hatch looked the same in both.
If you want to generate 2D Section/Elevations and have the settings match the Plan Hatches when seen in the High Detail Display Configuration, you may want to duplicate the Section_Elev Display Representation Set (call in Section_Elev High Detail, perhaps) and change the active Display Representation for Material Definitions to General High Detail. Then use that as the Display Set when generating the 2D Section/Elevations. That is what I did in the attached file, which is your file, with the noted changes.
