... Arnold can be used as "a tool for baking/procedural generation of lighting data (lightmaps for videogames)", but Render to Texture reports it as not supported. Is there a way to use it for baking in Max 2018?
If not, I'd really like to see that in a future release - the only other renderer that comes with Max that supports baking is the old Scanline renderer.
I totally agree, I’ve always liked max for providing a full feature set even if it’s not always best of breed and this is a huge hole for us. Arnold is a great renderer and it’s a shame that we no longer have a plug-in for Metal Ray as of 2019.
Does the roadmap include this year? It still doesn't seem to be working sadly.

I switched my renderer to Arnold and opened the render to texture rollout. Immediately I got a message saying Arnold didn't support render to texture, and rendering was disabled. This limits me to shaders only it seems, which is no good for me unfortunately.
After getting the same error below after updating to the latest version of Max 2019, I realized that getting the update was now just a case of needing to manually download the it from the download page:
