That sounds bad. The only thing I can think of that might be tripping it up, when it obviously works normally, is a library entry. Have you added any setups to the Railing Joint library?

Have you tried different sizes of supporting beam? It sounds silly but if you are just drawing any beam thinking it is not relevant then it might be that the railing is recognising that beam size and trying to apply a stored configuration from the library. That configuration doesn't make sense for some reason. A different supporting beam size will not trigger that configuration and might work.
Alternatively, what happens if you try using Joint Copy to copy an existing railing? Can you edit an existing railing?
Once you can get into the Railing Properties box you can edit the library to find and remove the dodgy entry.
You might notice that our library has a ridiculous Base Beam size set so that none of those sample configurations are ever applied when placing the railing. We select as desired.
(Any library entry called "Default" will be applied whenver no other entry matches the selected beams - regardless of the beam sizes in that line).
