Level Symbol Display Settings

Can anyone please tell me where I can change the settings for how far the level notation appears from it's origin? 

I would like them as shown to the left. The right side shows how they were inserted during drawing generation.

I found it I think. In the drawing style manager under Labeling Strategies...

Hmm no such luck. No matter what I try the symbol doesn't seem to be affected at all.
