with Advance Steel objects like plates? puhh maybe with many many polygon contours.
But I think the best way is to create it with AutoCAD solids and then insert as specialpart

u need 2 polylines to cut the part and rotate them. not recommended because the drawing would look terrifying like everything round in AS.
draw it in inventor if u can/must
make two different 3D solids in AutoCAD / Advance Steel:
cone 1 (e.g. radius 500, high 1000)
cone 2 (the same center point, e.g. radius 450, high 900)
substract solid: from cone 1 the cone 2
... and the result is your object
Create the part as solid, save it as dwg and then in your model use the command for special parts.
Here you could add a weight and a name (by using the free remark property)
