Provide permissions for correspondence

I would like the option for all correspondence to be visible to all team members in ACC, not just team members in recipient list.

I agree, all correspondence should be available and controlled by permissions and roles etc. Currently Correspondence Module is silo'd.

The current "Full Visibility" permission in ACC isn't functioning as documented - Members with "Full Visibility" still can't see "all" correspondence in the project. Even the "Manage" permission is acting the same way - (not "All" correspondence is visible to this permission level).
