Well, it depends on what type of water are we talking about, ocean water? or pool water? faucet water?
The main difference between ocean and pool, for example, will be the bumpiness or displacement that you use to create water distortion.
if it is pool water a simple combination of noise maps in the bump channel will do wonders.
for oceans bum may not be enough, you may need to create some displacement and use a mix map materials to create dirt and foams in the crest, there are plenty of tutorials online for each type of water.
For starters, just set the reflection at a regular value of 1.6 and make the water 100% reflective and transparent. To give some depth you need to play with the fog values, here you can 'fake' how water gets darker when deeper you look at the bottom.
always use a single plane for the water and as important as the water is also important what it is around and under the water, for oceans and pool always build a bottom, with a corresponding texturing. also using HDRI as reflection environments help to create nice reflections.

... I tried to make them with hdri and applieing parametars from the youtube tutorials
and I don't have the same result
for example when I make the reflection 100% .. the water reflect white color and this is not real effect ...
