2017 command panel dock/undock right clic problem on windows 10

Hi every Body !

I'm not sure, but 3dsmax 2017(19.0 SP3) on windows 10 (Pro.), lost the right click on Top of Command Panel (see attached Geg).

I can't to "undock" my command panel !

it is a update or a bug ?

im having the same problem on windows 7 and it is driving me crazy!
